NEBRASKA REAL PROPERTY APPRAISER BOARD
PUBLIC MEETING NOTICE

The Nebraska Real Property Appraiser Board will meet at 9:00 a.m. on Thursday, January 17, 2019 in the Nebraska Real Property Appraiser Board's office on the 1st floor of the State Office Building located at 301 Centennial Mall South, Lincoln, Nebraska.

The agenda will be made available at least 24 hours prior to the start of the meeting. The Public may inspect the agenda at the Appraiser Board, Nebraska State Office Building, First Floor, 301 Centennial Mall South, Lincoln, Nebraska, Monday through Friday, 8:00 a.m. to 5:00 p.m., or on the Board’s web site at www.appraiser.ne.gov once available. Individuals requiring auxiliary aids may call 402-471-9015 or write to the Board.

The Board will go into closed session shortly after the start of the meeting, and may again at the conclusion of the public session. Public session will begin at 9:30 a.m.

REAL PROPERTY APPRAISER BOARD NOTICE OF HEARING FOR CHANGES TO TITLE 298 OF THE NEBRASKA ADMINISTRATIVE CODE

The Nebraska Real Property Appraiser Board will hold a public hearing at 11:30 a.m. on Thursday, January 17, 2019 in the Nebraska Real Property Appraiser Board Office on the 1st Floor of the Nebraska State Office Building at 301 Centennial Mall South, Lincoln, Nebraska for proposed changes to Title 298 of the Nebraska Administrative Code. Draft copies of all rules and regulations to be adopted, amended, or repealed are available for examination at the Nebraska Real Property Appraiser Board office, Monday through Friday, between 8:00 a.m. and 5:00 p.m., and on the Nebraska Secretary of State’s website at www.sos.ne.gov.The proposed changes to Title 298 reduce unnecessary regulatory burden and remove barriers to entry into the real property appraiser profession, include general updates for better clarification and administration, harmonize Tile 298 with the changes made to the Nebraska Real Property Appraiser Act through LB741 in 2018, and harmonize Tile 298 with the changes made to the Nebraska Appraisal Management Company Registration Act through LB17 in 2018. The proposed changes to Title 298 will have minimal fiscal impact on current credential/ registration holders, the public or other political subdivisions. On December 1, 2016, the Nebraska State Patrol notified the Board that, effective January 1, 2017, the fingerprint-based criminal history background checks through the Nebraska State Patrol would increase from $28.75 to $45.25. An annual AMC National Registry Fee in the amount of $25.00 for each AMC Appraiser who has performed an appraisal of real property or real estate for the applicant in connection with a covered transaction in the State of Nebraska during the twelve month period is included in the proposed changes. This fee is collected on behalf of the Appraisal Subcommittee and submitted to the Appraisal Subcommittee when an appraisal management company is added to or updated on the AMC National Registry. This fee has no impact on the Board’s revenues or expenditures. A federally regulated appraisal management company must report all information required to be submitted to the Appraisal Subcommittee related to its operation in Nebraska. The proposed changes to Title 298 includes a $350.00 application for this process. A description of the fiscal impact may be inspected at the Nebraska Real Property Appraiser Board office, Monday through Friday, between 8:00 a.m. and 5:00 p.m. All interested persons are invited to attend and testify orally or by written submission at the hearing. Interested persons may also submit written comments prior to hearing which will be made part of the hearing record at the time of hearing if received by the Nebraska Real Property Appraiser Board on or before January 16, 2019.
